Updated COVID Housing Supports

  • Utility assistance: Call 211 or visit the energy page on 211’s website to see which agencies have funds available for help with utility bills. Problems with Calling 211? We got some feedback about challenges connecting with 2-1-1, specifically around wifi calling.
  • Foreclosure assistance from Hacienda. The Hacienda Economic Opportunity Department has a program for helping people at risk for foreclosure. Contact home@haciendacdc.org or 503-961-6432.

  • Oregon Community Alliance of Tenants. Reach out to the Community Alliance of Tenants (CAT) with any questions about housing security, the eviction moratorium, notices your landlord is posting, privacy rights, and more. Go here or call the hotline at (503) 288-0130 M, W, F, and Sa 1-5pm and T, Th 6-8pm.

  • Oregon Eviction Moratorium Extended. HB 4401 established a new eviction moratorium that will end June 30, 2021. It is different from past moratoria and tenants must document that they have experienced financial hardship impacting their ability to pay rent after March 16, 2020. Read more on HB4401 here.   • Moratorium on Foreclosures Extended for FHA Loans. The FHA moratorium on single family FHA-insured mortgages has been extended through March 31. Borrowers with FHA-insured mortgages seeking additional information on available options should visit FHA’s COVID-19 Resources for Homeowners web page on FHA.gov. Other homeowners are encouraged to visit the Consumer Financial Protection Bureau’s Coronavirus Mortgage and Housing Assistance web pages.

  • For homeowners, the Oregon Homeownership Stabilization Initiative (OSHI) has a COVID-19 Mortgage Assistance Program. You can learn about eligibility requirements and the application process at OHSI’s website.

  • City of Portland Relocation Assistance. On September 17, Portland City Council passed temporary amendments in the City code to make renters potentially eligible for Relocation Assistance for any rent increase within the City of Portland until March 31, 2021.
