INTER-CON
INTER-CON OFFICERS: KNOW YOUR UNION RIGHTS
JULY 2026
Job postings and openings
Master Seat openings must be posted and shared with every Officer by text—the process is covered in our contract. Interested Officers are listed, and the seat is awarded by seniority. Think you should have gotten a seat? Ask Sal who was awarded it—it may be someone with more seniority. If not, and you believe there was a mistake, contact a steward or the Member Resource Center.
Layoff and recall
If you lose your position at a site due to County budget changes, you’ll be placed on the layoff/recall list. You can’t bump Officers at other sites, but openings will be offered to you by seniority—and we’re making sure the company follows this process.
Discipline: You have the right to challenge it
Try to resolve it with your Supervisor first—reach out to Sal.
Still unresolved? Contact a steward or the Member Resource Center at 503.964.5311 within 10 days of the discipline or incident so we can grieve it in time.
Pay issues are different—reach out anytime about underpayment, incorrect pay, or missing benefits.
Not every disagreement becomes a grievance—what matters is reaching out quickly so we can evaluate it.
Your Weingarten Rights
Called into a meeting that might lead to discipline? Tell your Supervisor you want a Union Representative present — that’s your “Weingarten Right.” A steward or someone from the union can be there. Call the Member Resource Center right away if you need a contact: 503.964.5311 or email mrc@seiu49.org.
Attendance points
Got a point you don’t think you deserve? Same steps: Supervisor first, then a steward or the Member Resource Center. Have sick time banked? Use it in the Paycom app to cover a late arrival, authorized early departure, or absence for your illness or a family member’s—that’s a protected absence and can’t earn you points.
More attendance reminders
• Points roll off your balance every 90 days.
• On flex? Extra shifts remove points—one per shift, up to 3 per 90 days.
• At 15 points (attendance or other infractions) you’ll be “top graded”—you’ll likely lose your master seat and move to flex.
Questions? Call or text your Member Resource Center to make sure your company is respecting your rights and your contract! (503) 964-5311
Inter-Con Officers Overwhelmingly Vote to YES to Approve their First Contract!
On September 16 and 17 Inter-Con officers made their voices heard by voting to approve their new contract.
So, what’s next?
1). Fill out your SEIU 49 Membership Application — Inter-Con Officers need to fill out a membership application which you can do HERE or via the Paycom application with Inter-Con.
2). Building Union Power at our worksites — We also need to elect Union Stewards. Union Stewards are Officers who represent their coworkers and will get trained on our contract and how to answer questions from coworkers and work with Inter-Con management when issues come up. Union Stewards need to be elected by their coworkers.
Are you interested in becoming a Union Steward?
You will need to have at least 4 coworkers fill out this short form nominating you to be their steward.
Welcome to SEIU Local 49, from President Meg Niemi
On behalf of our entire membership, I would like to welcome you to the Service Employees International Union (SEIU) Local 49. As a member of SEIU 49, you are part of a vibrant and democratic organization that is dedicated to improving the lives of working families. We are over 15,000 healthcare workers, janitors, and security officers in Oregon and Southwest Washington who are coming together to win livable wages, affordable healthcare benefits, and job security, and to create a more just society.
We are stronger together, and I encourage you to be an active member of our union. You will have the opportunity to help enforce your contract in your worksite, organize new members into our union, and advocate at our State Capitols to pass laws that help working families.
